Something tells me the kid, first row, second from the left, may have had a run-in with the law once or twice growing up.  Something else tells me the kid to his right may have been his accomplice.

Matter of fact, the entire front row looks to be a bunch of crooks and the kids on the top right were the arresting Sheriff's.
